In small bowl, combine mayonnaise, 2 tablespoons jalapeños, ½ teaspoon cumin, ¼ teaspoon chili powder, ¼ teaspoon garlic powder and ⅛ teaspoon cayenne; salt and pepper to taste. Set aside.
In medium bowl, combine beef, remaining jalapeños and remaining spices; salt and pepper to taste. Shape into 12 mini-patties.
Heat a large skillet over medium heat. Add burgers and cook, turning occasionally, until internal temperature reaches 160°F (about 6-8 minutes). Top with cheese; place burgers on toasted buns and top with jalapeño mayonnaise.
