In large bowl, combine biscuit mix and 4 tablespoons cold butter; using a pastry blender or 2 forks, cut butter into biscuit mix until butter is pea size.
Add cheese, buttermilk, parsley, ¼ teaspoon garlic powder and black pepper; mix by hand, until just combined. Do not over mix.
Drop by large spoonfuls (about ¼ cup) onto an ungreased baking sheet. Bake in a preheated 400°F oven 15-17 minutes or until lightly browned.
Meanwhile, melt remaining 2 tablespoons butter; add remaining ¼ teaspoon garlic powder. Remove biscuits from oven and brush tops with garlic butter.
